Summary The Pre-Award Analyst at Michigan Technological University serves as a departmental resource for sponsored programs activities related to proposal processing; is responsible for the preparation of proposals that are expected to result in contracts and agreements with companies, non-profit organizations, governmental agencies, and universities and provides support to departments, faculty, and staff for proposal processing. Responsibilities and Essential Duties 1. Provide direct/indirect supervision and leadership for sponsored programs staff with regard to sponsored programs proposal processing activities.2. Review proposals and budgets for submission, assuring compliance with university policies, federal, state and sponsor guidelines.3. Counsel, advise, and assist faculty and staff with proposal and budget development for externally funded projects.4. Identify risks and liabilities and minimize the impact on the University when reviewing requests for proposals, ensuring that the proposed terms and conditions comply with university policies, federal and state laws, and sponsor guidelines.5. Serve as liaison between departments and other entities including companies, governmental agencies, non-profit entities, and universities.6. Ensure University compliance with conflicts of interest, export control, and IRB/IACUC policies relating to proposal processing.7. Contribute to the development, review, and implementation of new policies and procedures and agreement standards.8. Provide guidance and mentoring to departmental staff with regard to university procedures and proposal processing standards.9. Participate in special projects and other assigned duties to further department goals.10. Commit to learning about continuous improvement strategies and applying them to everyday work.11. Actively engage in University continuous improvement initiatives.12. Integrate safety practices into daily activities. Required Education, Certifications, Licensures • Bachelor’s degree or equivalent combination of education and experiencefrom which comparable knowledge and abilities have been acquired. Required Experience • 5 years of experience processing proposals and/or awards withgovernmental agencies, non-profit organizations and/or companies. Desirable Education and/or Experience • Management of direct reports. Required Knowledge, Skills, and/or Abilities • Knowledge of federal and state guidelines for grant and contract administration.• Experience using personal computers and basic software packages including wordprocessing, spreadsheet, and database software.
