Job Description Summary

Responsible for developing, planning, directing, coordinating, and evaluating the fiscal, administrative, personnel, and business functions for the Facilities Management department. The Business Manager has advisory, budgetary, managerial, and supervisory duties, and responsibility for independent decision making regarding the daily administrative operations of the department.

Job Functions: 45% Fiscal Management; 30% Administrative; 20% Personnel / Supervision; 5% Other duties as assigned

Essential Duties & Responsibilities (other duties may be assigned)

1. Develop, implement, and oversee internal business functions and processes department wide, assuring all University required policies, procedures, and record-keeping requirements are appropriately followed.
2. Analyze and communicate financial reports in an accurate and timely manner.
3. Analyze and forecast facilities management budget expenditures.
4. Prepare and submit budget request and transfers.
5. Develop and implement internal financial and accounting policies and procedures. Ensure compliance with University policy.
6. Responsible for departmental fiscal year budget preparation and loading.
7. Coordinate facilities management purchasing efforts to support financial and sustainability goals.
8. Research, design, and implement processes and technology to execute departmental initiatives, such as dashboards, key performance indicators (KPIs), regular reporting requirements, project management processes, and customer outreach initiatives.
9. Manage inter/intra-department communications, including the website, standardized forms, and routine campus wide announcements.
10. Manage and support construction bid administration.
11. Oversee preparation of state and federal compliance reporting.
12. Oversee the solicitation of bids for services and supplies, manage vendor invoicing and periodically review and update vendor service contracts.
13. Oversee administrative staff, central receiving staff, and student intern(s); providing vision, direction, assigning, and guiding work.
14. Ensure all office operations run smoothly and efficiently.
15. Analyzes reports and presents recommendations for change and/or improvements.
16. Work with the team to develop long term goals and priorities.
17. Commit to learning about continuous improvement strategies and applying them to everyday work. Actively engage in University continuous improvement initiatives.
18. Apply safety-related knowledge, skills, and practices to everyday work.
19. Perform ad-hoc projects as assigned by the Associate Vice President for Facilities Management and Capital Planning.

Required Education, Certifications, Licensures (minimum requirements)

● Bachelor’s degree in a related field; or an equivalent combination of education and experience from which comparable knowledge and abilities can be acquired.

Required Experience (minimum requirements)

● Four (4) years of administrative support and/or fiscal management experience directly related to the duties and responsibilities specified.
● At least two (2) years of supervisory experience.

Desirable Education and/or Experience

● Demonstrated ability to interpret complex policies and procedures and explain them to others.
● Experience with facilities services, dispatching of personnel to address customer service requests, creating and/or updating service requests in a work order system such as Maintenance Direct.
● Experience managing facility service and supply contracts, such as equipment service contracts, blanket supply orders, keep fill programs, etc.
● Experience using an enterprise management system, such as Banner.

Required Knowledge, Skills, and/or Abilities (minimum requirements)

● Demonstrated proficiency with spreadsheet, database, work-processing, email, and calendaring software.
● Demonstrated fiscal management skills, including experience with developing and managing budges.
● Demonstrated ability to prioritize multiple work assignments and manage complex projects successfully.
● Strong attention to detail.
● Strong business and technical writing.
● Demonstrated ability to maintain confidentiality.
● Experienced in strategic diplomacy and teambuilding.
● Demonstrated ability to communicate effectively across cultural boundaries and work harmoniously with diverse groups of students, faculty, and staff.
● Demonstrated commitment to contribute to a safe work environment.
